Flagellant was a really strong character but after the nerfs now is still on the stronger side but kind of whatever. Shieldbreaker isn't that powerful and she has a ridiculous, unavoidable ambush attack you have to go through when you camp with her that is guaranteed to stress her out and will probably hurt the whole party.
